MINISTRY OF DEVELOPMENT playing the role of the operator for the Programme: Urban development by strengthening the competence of self-government units, social dialogue and cooperation with civil society representatives 
within  the European Economic Area Financial Mechanism 2009-2014 ANNOUNCES OPEN CALL FOR PROPOSALS for the projects carried out by partnerships of  self-government entities, with the participation of representatives of civil society and business organizations in the amount EUR 7 401 548

The open call is aimed at strengthening cooperation between self-government units, representatives of civil society and business organizations, to make joint decisions on a particular functional area and to solve important problems for this area. Due to the fact that the social and economic problems, as a rule exceed the boundaries of individual local government entity, the cooperation of local government units, non-governmental organizations or citizens of a given functional area is required to solve them.

Participation in the call is open to self-government units, working in partnership, as:

  • at least two cooperating self-government units, of which at least one must be a city or urban – rural commune,
  • an association of self-government units, in which at least one member is a city/ urban-rural commune (or city and commune),
  • communal utilities association in which at least one member is a city/ urban – rural commune (or city and commune)

Products of projects, selected in open call,  will be:
a) integrated development strategies for the whole functional city area of a general or sectoral character;
b) operational plans which constitute tools for the implementation of actions foreseen in the strategic documents that are implemented within the urban functional area, or on the territory of several local government units; 
c) other documents, if the need arises from the earlier analyzes and strategies.

The thematic scope of the activities carried out within the projects should address the following issues:

a) at the level of general / sectoral strategies:

  • combating social exclusion;
  • local labour market;
  • educational tasks (in particular labour market analysis in respect of needs of the education system at the province/commune level);
  • housing policy as a way of solving social problems (social function) and economic problems (growth of population mobility, increasing investment in housing infrastructure);
  • shaping of public space, particularly the revitalization of degraded areas and development activities for public spaces to strengthen local social ties;
  • problems of demographic change, in particular adaptation of cities’ "offers" to human life cycle; projects for children and young people, people of working age and in retirement, the development of services in the field of education, healthcare, culture and recreation.

b) social participation - strengthening public participation in local decision making; consultations with partners on local laws, strategies and development plans for communes, allowing partners to influence the actions implemented by local authorities;

c) transport infrastructure - the development of urban infrastructure in accordance with the principles of sustainable development, promotion of public transport, improving communication systems, public safety issues - communication, and other dimensions;

d) other issues important for the development of a local area, especially within 11 thematic objectives of cohesion policy for the period 2014-2020.

Projects’ financing

The minimum amount of co-financing for the project is EUR 350 thousand and the maximum cannot exceed EUR 550 thousand. The applicant is required to provide own contribution to the project in an amount of at least 15% of eligible project costs.

The operator reserves the right to award equal to or part of the amount, which the applicant is applying for, according to the recommendations of the experts of content-related evaluation/ Project Selection Committee.

One original copy of the application must be submitted until  April, 5th, 2013, to h.16.00, in person or send by post or courier to the following address:

The application must be accompanied by its electronic version (Excel sheets/ Word files on CD / DVD / flash drive). Paper and electronic versions of the application documents must be identical.

As the date of submission of the application is considered the date of delivery to the Main Chancellery of the Ministry of Regional Development and in case of mailing at the post office or via courier service, decisive is the date of postmark or proof of posting. Date of delivery of the application, however, can not be later than April, 15th, 2013.
