Purpose and areas of support
The aim of the Fund will be enhancement of the human capital and knowledge base through:

increased higher education staff and students mobility between Poland and donor-states,
-
increased and strengthened institutional cooperation and partnership at all levels of the education sector (schools, higher education, vocational training/education and adult education) between Poland and donor-states.
Within the Scholarship and Training Fund it is possible to apply for funds within four measures:

Mobility Projects,
-
Preparatory Visits,
-
Inter-institutional Cooperation,
-
Development of Polish High Education Institutions.
Measure I Mobility Projects
Aim: the purpose of this activity is to promote the exchange of students and academics between educational institutions in Poland and in Donor countries: Norway, Iceland and Liechtenstein
Eligible beneficiaries: Polish High Education Institutions – Erasmus University Charter holders
Partnership at project level: partnership is required.
Grant amount
-
Student exchange - monthly grant for Polish students going to Donor States for study period or practical placement: min. 600 € - max. 1200 € per month. Additionally 500 € as a lump sum for travel and insurance costs per person per flow.

Staff exchange - grants for Polish staff going to one of the Donor States: 250 € per 1 day, 1250 € per 1 week, 2100 € per 1 month. Additionally 500 € as a lump sum for travel and insurance costs per person per flow
Project duration: up to 15 months
Co-financing level: up to 100% of eligible costs
Calls for proposals: it is planned to organize three call for proposals: in 2013, 2014 and 2015
Measure II Preparatory Visits
Aim: the purpose of this measure is to support the establishment and development of cooperation between the Poland and the Donor countries with a view to future cooperation, especially in the context of call for proposals within the Fund
Eligible beneficiaries: any Polish and Donor states’ institution acting in the field of formal education
Partnership at project level: partnership is required
Project duration: up to 5 working days
Eligible costs: cost of travel and insurance up to 500 €; subsistence cost of 250 € per day
Call for proposals: the calll will be announced in autumn 2012
Measure III Inter-institutional Cooperation
Aim: this measure supports bilateral or multilateral projects aimed at implementing the mutual (Polish and Donor states’ institutions) initiatives at all levels of education (eg, development of new tools and methods of teaching, school projects, seminars, conferences, publications etc.)
Eligible beneficiaries: all schools and institutions involved in formal education
Partnership at project level: partnership is required
Grant amount: EUR 20 000 - EUR 100 000
Co-financing level: up to 90% of eligible project costs
Project duration: 2 years
Call for proposals: it is planned to organize a call for proposals in 2013
Measure IV Development of Polish High Education Institutions
Aim: this measure supports projects aimed at improving teaching and learning methods at Polish universities as well as projects aiming at internationalisation of Polish universities
Eligible beneficiaries: Polish universities
Partnership at project level: partnership is not required
Grant amount: EUR 20 000 - EUR 250 000
Co-financing level: up to 90% of eligible project costs
Project duration: from 1 to 3 years
Call for proposals: it is planned to organize one call for proposals in 2013

Purpose and the areas of support
The aim of the programme is to is to reduce economic and social differences and to promote bilateral cooperation through popularization and support of scientific research.
Selection of projects
The programme will be implemented throught projects selected in the open call for proposals and projects selected within the Small Grants Scheme.
The programme will support research and development in the following areas:

environment,
-
climate change, including polar research,
-
health,
-
social sciences, including the issues of migration,
-
mainstreaming gender equality and promoting work-life balance.
The Norwegian-Polish Cooperation Research is also aimed at strengthening bilateral cooperation between the Poland and Norway. It will be possible thanks to a mobility component, allowing the Polish and Norwegian R&D project partners to take advantage of each other’s research expertise.
Furthermore, the amount of over EUR 2 300 000 will be spent on so-called Small Grants Scheme, which will support research projects carried out by women in the least feminized areas of technical science. In such way, women will have an opportunity to strengthen the competence and achievements in order to obtain a doctoral, postdoctoral or title of professor degree.
The main criteria of projects’ appraisal will be scientific quality of a project, and innovation-driven approach.
Open call for proposals
Eligible beneficiaries: research institutions under the Act of 30 April 2010 on the principles of science (Journal of Laws No. 96, item. 615).
Grant amount and co-financing level
The minimum amount of grant is EUR 150 000, while maximum EUR 1 000 000. Grants may be up to 100% of eligible costs.

Open call within Small Grants Scheme
Eligible beneficiaries: PhD student and workers in the sector of science conducting research in the area of the least feminized technical sciences
Grant amount and co-financing level
The minimum amount of grant is EUR 50 000, while maximum EUR 100 000. Grants may be up to 100% of eligible costs.

Partnership at project level is not required.
