Domestic and gender-based violence

Value of the programme from Norway Grants: EUR 3 000 000.

Purpose and areas of support
The subject of the programme is to create a forum for cooperation between central authorities and units of local governments and NGOs that are working directly with people affected by violence. Increasing the competence of staff performing the tasks of combating domestic violence will contribute to a better provision of services in this area and to the creation of a system for responding to domestic violence and gender - based violence. Extension of activities addressed to the perpetrators of domestic violence and gender - based violence will lead to more effective protection of victims, changes in attitudes and behaviours of perpetrators, which in turn will allow a return to normal family and social relationships.

Selection of projects
Within the programme three predefined projects at the central level will be implemented. In addition, projects will be selected under the Small Grants Scheme through an open call for proposals.

Pre-defined projects - activities at central level

Implementation of the programme at the central level will be focused on the following activities:  increasing knowledge about domestic violence, raising social awareness and sensitivity regarding domestic violence, raising the competence and professionalism of staff dealing with domestic violence, increasing the effectiveness of interventions and corrective-educational actions for people practicing domestic violence.

At the central level, the following pre-defined projects will be implemented:

Polish family - free of violence, implemented by the Ministry of Labour and Social Policy, in cooperation with the Council of Europe.

Value of the project: EUR 830 750.

The project will be focused on the following activities:

  • national social campaign,
  • comparative study on domestic violence, 
  • trainings for interdisciplinary teams.

Strengthening activities for victims of domestic violence, implemented by the Ministry of Justice.
Value of the project: EUR 595 000
The project will be focused on trainings for people working in the Support Centres for Crime Victims and for crime victims.

Increasing the competence of prison staff to carry out training for perpetrators of domestic violence, implemented by the Central Board of Prison Service

Value of the project: EUR 595 000

The project will be focused on:

  • trainings for persons engaged in corrective-educational programs for perpetrators of domestic violence
  • corrective-educational programs for perpetrators of domestic violence in prisons

Small Grant Scheme - activities at local level

Implementation of the programme at the local level will be focused on the following activities:  strengthening preventive measures to counter domestic violence; adaptation of the existing institutional infrastructure to the needs of people affected by domestic violence. 

Preventive measures against domestic violence are carried out in the near environment of individuals and families affected by violence, that is at the level of municipalities. Thus 20% of the programme allocation (i.e. EUR 600 000) will be allocated to Small Grants Scheme.

Call for proposals
It is planned to carry out one open call for proposals under the Small Grants Scheme. 

Eligible beneficiaries
Self-governments and non-govermental organisations.

Grant amount and co-financing level
Grant amount: from EUR 5 000 to 250 000. The co-financing level: up to 85% of eligible project costs.
